In the state of Illinois, the legislature in Springfield is making decisions right now. The question is whether you're making yours.

The proposed FY'27 budget reduces the Local Government Distributive Fund (LGDF). Municipalities are lobbying hard to restore it.

Some will win.
Some won't.

And the executives who come out ahead won't be the ones who lobbied loudest. They'll be the ones who planned for both outcomes.

Most municipal executives are in a holding pattern.
Watching. Waiting.
Telling themselves they'll act once there's more certainty. But certainty isn't coming before May. And by the time it does, the leaders who were already prepared will be three moves ahead.
